The County-Wide Planning Consortium (CWPC) comprises elected officials and employees of the county and its respective cities, TxDOT and the NCTCOG. The CWPC's primary purpose is to facilitate communication on Transportation Initiatives and Countywide Issues and to ensure stakeholders are informed and participating in the important transportation decisions being made.

Capital Insights Executive Director Drew Campbell and Deputy Executive Director Brandi Bird presented on the Dallas Regional Mobility Coalition. ITS Senior Engineer Brenda Callaway provided an overview of current projects. ITS President John Polster reviewed the March 2026 Rockwall County Planning Consortium Report. Commissioner Liechty stated that they are proceeding with the Master Thoroughfare Plan and provided details related to the planning portion as well as the Town Hall Meetings scheduled on March 31 and April 1.
