Rockwall County Precinct 3 Constable Steve Frazier is a dedicated and highly accomplished law enforcement and security professional with 37 years of experience in public safety and corporate security. His distinguished career has been defined by integrity, professionalism, principled leadership, and unwavering commitment to serving the community. Known for his law enforcement expertise and sound judgment, Steve has built a reputation as a consummate professional devoted to protecting others.
A resident of Heath for 21 years, Steve is a family man of faith with deep roots in the community he serves. He honorably retired from the Garland Police Department and has 2,588 TCOLE certified training hours in Law enforcement alone. He holds the designation of Master Peace Officer. He is a licensed Police Instructor with certifications as a Field Training Officer, Crime Prevention Inspector, Mental Health Officer, Court Security Officer, and Personal Protection Officer.
Throughout his career, Steve earned numerous honors, including 37 Letters of Commendation, 10 Certificates of Merit, a Life Saving Medal, four Police Commendation Medals, A Certificate of Merit Medal, and seven Officer of the Month awards from the Garland Police Department. He also received a Letter of Commendation for his service during the 2015 tornado recovery response with the Garland Marshals Office. He was recognized by the Rowlett Police Department as Rookie of the Year and City Employee of the Year.
On June 1, 2025, Steve was appointed Constable for Rockwall County Precinct 3 by the Commissioners Court, and on March 3, 2026, he was elected with 4,848 votes to complete the term through 2028 after the office was vacated by the previous Constable, Dan Otto. Steve Frazier's lifelong dedication to public service and the people in his community make him an invaluable asset to Rockwall County.
Responsibilities
As a certified peace officer, my office is responsible for patrolling Precinct Three and providing law enforcement support to the Sheriff's Department, Rockwall PD, Rockwall County DA Investigators, and the other Constables. My office also provides security for the Justice of the Peace Court, serves civil papers from Rockwall County and other Texas counties, and serves arrest warrants.
